Vamos aqui nesse texto falar sobre como comprar carro PcD.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Para que n\u00e3o haja qualquer tipo de d\u00favida, PcD \u00e9 a sigla que significa Pessoa com Defici\u00eancia. A sigla \u00e9 amplamente usada para se referir a quem tem limita\u00e7\u00e3o permanente de nascen\u00e7a ou mesmo adquirida no decorrer da vida. Entre as defici\u00eancias pode estar a visual, auditiva, f\u00edsica ou mesmo intelectual.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Essas pessoas t\u00eam o direito de comprar um carro com esse benef\u00edcio e muitas nem sabem que essa possibilidade existe.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Segundo o Instituto Brasileiro de Geografia e Estat\u00edstica (IBGE)<\/span><i><span style=\"font-weight: 400;\">,<\/span><\/i><span style=\"font-weight: 400;\"> principal provedor de informa\u00e7\u00f5es geogr\u00e1ficas e estat\u00edsticas do Brasil, s\u00e3o milh\u00f5es de pessoas com defici\u00eancia no pa\u00eds.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">S\u00e3o muitas tamb\u00e9m as doen\u00e7as eleg\u00edveis para o direito \u00e0 isen\u00e7\u00e3o do imposto. S\u00e3o cerca de 70 como, por exemplo, hepatite, h\u00e9rnia de disco, diabetes, artrite, AVC e LER (veja lista no final desta mat\u00e9ria).<\/span><\/p>\r\n<p style=\"text-align: center;\"><a class=\" z-depth-3 button\" style=\"padding: 1rem; font-size: 1.5rem;\" href=\"https:\/\/www.bidu.com.br\/seguro-auto\/\">Cota\u00e7\u00e3o online de Seguro Auto<\/a><\/p>\r\n<h2><span style=\"font-weight: 400;\">Comprar Carro PcD \u2013 o que est\u00e1 isento?<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">A lei de isen\u00e7\u00e3o de impostos para PcD surgiu em 1995 e vale at\u00e9 2021. Ela foi criada para facilitar a mobilidade das pessoas que t\u00eam restri\u00e7\u00f5es para realizar a\u00e7\u00f5es rotineiras como, por exemplo, dirigir.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">Aqueles que se beneficiam dessa lei est\u00e3o isentos de:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">IPI (Imposto sobre Produtos Industrializados);<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/blog.bidu.com.br\/credito\/o-que-e-iof\/\"><span style=\"font-weight: 400;\">IOF (Imposto sobre Opera\u00e7\u00f5es Financeiras)<\/span><\/a><span style=\"font-weight: 400;\">;<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">ICMS (Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os);<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.bidu.com.br\/seguro-auto\/duvidas-ipva\/\"><span style=\"font-weight: 400;\">IPVA (Imposto sobre a Propriedade de Ve\u00edculos Automotores)<\/span><\/a><span style=\"font-weight: 400;\">;<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">E at\u00e9 mesmo o rod\u00edzio municipal.<\/span><\/li>\r\n<\/ul>\r\n<p><span style=\"font-weight: 400;\">A economia em casos assim pode chegar a 20% ou 30% do valor do carro zero.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Ao comprar carro PcD, \u00e9 importante saber que, de acordo com a lei, somente carros com valor at\u00e9 R$ 70 mil e que s\u00e3o fabricados no nosso pa\u00eds ou nos ligados ao Mercosul conseguem a isen\u00e7\u00e3o de IPI e do ICMS. Ve\u00edculos de valor superior ao teto somente contam com o desconto do IPI. J\u00e1 a isen\u00e7\u00e3o do IOF \u00e9 exclusiva para as pessoas que t\u00eam defici\u00eancia f\u00edsica.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Vale tamb\u00e9m informar que, desde 2013, a ren\u00fancia vale para parentes que contribuam para a mobilidade das pessoas que t\u00eam direito a tais isen\u00e7\u00f5es.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400;\">Onde requisitar as isen\u00e7\u00f5es para PcD?<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">A isen\u00e7\u00e3o de IPI e IOF cabe \u00e0 esfera Federal e deve ser feita na Secretaria da Receita Federal. J\u00e1 a isen\u00e7\u00e3o de ICMS e IPVA \u00e9 de responsabilidade da esfera Estadual, ent\u00e3o deve ser expedida pela Secretaria de Estado da Fazenda.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">As requisi\u00e7\u00f5es s\u00e3o analisadas pelo Sistema de Concess\u00e3o Eletr\u00f4nica de Isen\u00e7\u00e3o IPI\/IOF (Sisen) e s\u00e3o ent\u00e3o acessadas por meio de um certificado digital ou c\u00f3digo de acesso.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Dessa forma, os pedidos que chegam anualmente costumam ser analisados e deferidos em um prazo menor, de cerca de 3 a 4 dias.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400;\">Documenta\u00e7\u00e3o em ordem para comprar carro PcD<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">Todo o processo para comprar carro PcD e se obter essas isen\u00e7\u00f5es \u00e9 complexo.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Tudo come\u00e7a pela busca do laudo m\u00e9dico, que comprovar\u00e1 a defici\u00eancia. Trata-se de um documento que deve ser emitido por profissionais credenciados pelo Detran ou habilitados pelo Sistema \u00danico de Sa\u00fade (SUS).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Deve-se estar tamb\u00e9m com estes documentos em m\u00e3os: RG, CPF, Carteira Nacional de Habilita\u00e7\u00e3o (CNH) e comprovante de resid\u00eancia.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Quando a pessoa que faz a solicita\u00e7\u00e3o n\u00e3o \u00e9 o motorista, \u00e9 necess\u00e1rio juntar a esses documentos a declara\u00e7\u00e3o de identifica\u00e7\u00e3o do condutor, emitida pela Receita Federal.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400;\">O que \u00e9 necess\u00e1rio para isen\u00e7\u00e3o de IPI e IOF<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">\u00c9 preciso apresentar:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Requerimento de pedido de isen\u00e7\u00e3o de IPI (obtido junto \u00e0 Receita Federal);<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">C\u00f3pia simples das duas \u00faltimas declara\u00e7\u00f5es de <\/span><a href=\"https:\/\/blog.bidu.com.br\/investimentos\/imposto-de-renda-passo-a-passo\/\"><span style=\"font-weight: 400;\">Imposto de Renda<\/span><\/a><span style=\"font-weight: 400;\"> (IR);<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Documento que prove a regularidade de contribui\u00e7\u00e3o \u00e0 Previd\u00eancia (INSS);<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Curatela, quando o ve\u00edculo \u00e9 retirado para maiores de 18 anos sem capacidade jur\u00eddica.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400;\">O que \u00e9 necess\u00e1rio para isen\u00e7\u00e3o do ICMS<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">Aqui \u00e9 preciso ter em m\u00e3os:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Requerimento<\/span> <span style=\"font-weight: 400;\">de isen\u00e7\u00e3o de ICMS;<\/span><\/p>\r\n<\/li>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">C\u00f3pia simples da \u00faltima declara\u00e7\u00e3o de IR;<\/span><\/p>\r\n<\/li>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Carta do vendedor (obtida na concession\u00e1ria);<\/span><\/p>\r\n<\/li>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Comprovantes de capacidade econ\u00f4mica financeira e isen\u00e7\u00e3o de IPVA.<\/span><\/p>\r\n<\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400;\">O que \u00e9 necess\u00e1rio para isen\u00e7\u00e3o do IPVA<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">\u00c9 preciso apresentar:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Tr\u00eas c\u00f3pias do requerimentos de <\/span><a href=\"https:\/\/www.bidu.com.br\/seguro-auto\/isencao-de-ipva\/\"><span style=\"font-weight: 400;\">isen\u00e7\u00e3o de IPVA<\/span><\/a><span style=\"font-weight: 400;\">;<\/span><\/p>\r\n<\/li>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Uma c\u00f3pia autenticada do laudo m\u00e9dico;<\/span><\/p>\r\n<\/li>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Uma c\u00f3pia tamb\u00e9m autenticada do certificado de propriedade e licenciamento do ve\u00edculo (\u00e9 necess\u00e1rio ser frente e verso e obrigatoriamente em nome da pessoa com defici\u00eancia);<\/span><\/p>\r\n<\/li>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Declara\u00e7\u00e3o que ter\u00e1 apenas um ve\u00edculo com isen\u00e7\u00e3o de IPVA;<\/span><\/p>\r\n<\/li>\r\n<li style=\"font-weight: 400;\">\r\n<p><span style=\"font-weight: 400;\">Uma c\u00f3pia da nota fiscal da compra do carro.<\/span><\/p>\r\n<\/li>\r\n<\/ul>\r\n<p><span style=\"font-weight: 400;\">Importante: os certificados emitidos t\u00eam data de validade, fique atento! A dispensa para pagamento de IPI, por exemplo, vale por 270 dias contados a partir da data de emiss\u00e3o. Por isso, deve ser apresentada para a fabricante com pelo menos 40 dias antes do vencimento.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">J\u00e1 o ICMS tem validade menor: 180 dias. Vale a mesma condi\u00e7\u00e3o de entrega do documento para a concession\u00e1ria 40 dias antes do seu vencimento!<\/span><\/p>\r\n<h2><span style=\"font-weight: 400;\">Posso vender um carro adquirido com essas isen\u00e7\u00f5es?<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">Para vender um carro que foi comprado com isen\u00e7\u00f5es para PcD, \u00e9 necess\u00e1rio que o propriet\u00e1rio espere quatro anos (em virtude do desconto do ICMS).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Caso essa regra n\u00e3o seja obedecida, todos os impostos dispensados dever\u00e3o ser pagos. E, pior, com atualiza\u00e7\u00e3o monet\u00e1ria e acr\u00e9scimo legais.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Essa regra, entretanto, n\u00e3o vale para todo o pa\u00eds. Isso porque os estados de S\u00e3o Paulo, Goi\u00e1s, Piau\u00ed e Par\u00e1 n\u00e3o aderiram \u00e0 portaria que estabeleceu tal procedimento.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Mas caso o seja vendido para outra pessoa que tamb\u00e9m tenha direito \u00e0s isen\u00e7\u00f5es, ou seja, para um PcD, n\u00e3o h\u00e1 necessidade da devolu\u00e7\u00e3o tribut\u00e1ria.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Mas a contagem do tempo continuar\u00e1 valendo para o novo propriet\u00e1rio. O ve\u00edculo poder\u00e1 ser revendido para motoristas que n\u00e3o t\u00eam direito \u00e0 isen\u00e7\u00e3o do ICMS somente ap\u00f3s o prazo de quatro anos.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400;\">Rod\u00edzio de carro em S\u00e3o Paulo e PcD<\/span><\/h2>\r\n<p><span style=\"font-weight: 400;\">As pessoas com defici\u00eancia podem sim <\/span><a href=\"https:\/\/www.bidu.com.br\/seguro-auto\/horario-do-rodizio\/\"><span style=\"font-weight: 400;\">circular de carro todos os dias na capital<\/span><\/a><span style=\"font-weight: 400;\">
